When you hand over a design and expect to receive a finished, packaged product at the other end, the manufacturer you select determines your cost, your quality, and your time to market. What does turnkey finished assembly really mean?

In a turnkey arrangement, the customer provides the design files, the BOM, and the test requirements. Step 4: Inspect testing and quality-control depth

A serious factory runs solder-paste inspection (SPI) after printing, automated optical inspection (AOI) after placement, and X-ray inspection for BGA and other hidden joints. First-article inspection (FAI) should be performed before a batch is released, and in-circuit testing (ICT) or functional testing (FCT) should verify that each board actually works.

For finished products, testing continues after assembly. Look for a partner that offers PCBA testing that covers functional checks, thermal imaging, and high- and low-temperature reliability testing where your product needs them. Also ask about traceability: can the factory trace a finished unit back to its batch, materials, and inspection records? Some warning signs should make you walk away. Be cautious of a factory that cannot show its certifications, that outsources most of its work to unnamed subcontractors, that has no testing capability of its own, or that promises unrealistic lead times without explaining how. Vague answers about sourcing, traceability, or quality control are also a problem, because a turnkey partner is exactly the company you are trusting to handle those details for you.
