A turnkey quotation is not a price list. It is a manufacturing plan compressed into a document. When a PCBA manufacturer China receives a BOM and Gerber files, the engineering choices made during quoting reveal more about the partner's real capability than any factory walk-through.
The reason is simple: the quotation phase is where sourcing risk, design risk, and process risk first collide. A manufacturer who flags a potential part shortage, questions an unusual board stack-up, or proposes an alternative surface finish during quoting is demonstrating the kind of front-end engineering that prevents problems downstream. A manufacturer who returns a blind quote with a number and a delivery date, no questions asked, has not done that work.
Component procurement is where most turnkey projects stall or fail. An experienced component procurement management team does not simply match part numbers to distributor catalogs. They verify availability against actual stock levels, check for documented lifecycle status (active, end-of-life, not recommended for new designs), cross-reference authorised distribution channels, and flag parts with long lead times before the customer commits to a delivery schedule.
This matters because the BOM a design engineer releases is often not the BOM that can be built. Obsolescence notices, factory allocation, and minimum order quantities reshape what is actually procurable. A turnkey partner who catches these issues during quoting saves weeks of delay. One who discovers them after the customer has already announced a product launch date does not.
Design for manufacturability review is the second signal a quotation provides. When a manufacturer's engineering team returns feedback on trace width and spacing, impedance-controlled layer stack-ups, component placement density, or panelisation efficiency, it means they have looked at the actual files and thought about how the boards will run through their lines.

3. What DFM issues did you find, and what do you recommend? A blank answer here means no review was performed. Specific feedback on trace routing, component spacing, or panel layout indicates real engineering engagement.
4. Which surface finish do you recommend for this design, and why? The right answer depends on the application. ENIG suits fine-pitch BGA and medical devices. HASL works for general consumer electronics. A manufacturer who always recommends the same finish regardless of design is not thinking about your board.
5. What inspections are included in the quoted price, and what costs extra? SPI, AOI, X-ray, ICT, and FCT are standard layers of inspection. If a manufacturer quotes a low price but charges separately for each inspection step, the total cost will climb.

The questions they ask about your BOM, the DFM feedback they provide, and the specificity of their proposed inspection plan reveal whether they will be a partner or just a board stuffer.
