Turnkey PCBA Service: Which Assembly Model Actually Reduces Your Risk

A product manager sends the same RFQ to two suppliers. One comes back in three days with a complete price covering PCB fabrication, every component on the BOM, SMT and DIP assembly, inspection, testing, conformal coating, and finished-product boxing. The other comes back with a quote that covers only the assembly — and a note that reads: "Customer to supply all materials."

The first supplier offers turnkey PCBA service. The second offers bare-board assembly with no stake in what gets placed on it or where those parts came from. Both call themselves manufacturing partners. Only one has actually taken responsibility for the outcome.

The assembly model you choose — turnkey, consigned, or combo — does not just change the invoice. It changes who owns the problems when something goes wrong, how fast you get to first article, and whether your field-return rate stays under control.

Three Assembly Models, and What Each One Puts on Your Desk

Most procurement teams ordering assembled circuit boards encounter the same three options.

Turnkey. One partner handles the full chain: PCB fabrication, component procurement, SMT and DIP assembly, inspection, testing, conformal coating when required, and finished-product boxing. You hand over design files and receive tested, packaged boards.

Consigned (kitted). You purchase every component yourself, ship them to the assembly house, and the factory solders them onto your PCBs. You control the supply chain; the factory controls only placement and soldering.

Combo (partial turnkey). You supply critical or proprietary components — a custom ASIC, a pre-qualified RF module, a calibrated sensor — while the partner sources everything else from the BOM.

Each model exists for a reason. Each also carries risks that procurement teams often discover only after the first batch ships.

The Hidden Cost of Consigned Assembly

Consigned assembly looks appealing on paper. You negotiate component prices directly. You know exactly what is being bought. Nobody marks up your bill of materials.

What the model does not show is the time. Sourcing dozens — sometimes hundreds — of line items from multiple distributors absorbs procurement bandwidth. Lead times differ: some parts arrive in two days, others in twelve weeks. You become the project manager for a supply chain, which is work you did not budget for.

Then there is the mismatch problem. The PCB vendor fabricates the board to one revision of your design. By the time the assembly house receives the components, you have issued an ECO that changes three footprint values. The consigned model has no single point of accountability for catching that conflict before solder touches copper.

When a field failure shows up, at least two vendors point at each other. The bare-board vendor says the lamination stack met spec. The assembly house says the component was suspect on arrival. Without a partner who controlled sourcing, fabrication, and assembly together, the root-cause investigation stretches from days to weeks.

Where Combo Assembly Creates Gaps

Combo assembly solves one problem — giving you control over strategic components — while introducing another. The factory does not own the full BOM, so its component procurement management system cannot run a complete incoming-inspection pass on every part placed on the board.

Traceability also fractures. When a defective unit reaches your quality team, the question is not just "which component failed" but "who sourced it." If the answer splits between you and the factory, the traceability record has a seam — and seams are where audit findings live.

This matters most in regulated industries. Automotive, medical, and aerospace programs require full lot-level genealogy from silicon to finished assembly. A combo model can achieve this, but only if the partner's ERP and documentation systems merge consigned and procured materials into a single traceability chain.

What a Full Turnkey Scope Covers

A turnkey partner owns the entire chain. For a procurement manager, the practical question is not "what is turnkey" but "what should the partner actually be doing at each stage."

PCB fabrication. The partner should produce bare boards using the material stack your design specifies. Rigid, flex, and rigid-flex constructions from one to thirty-two layers are standard capability at established manufacturers. Surface finishes — including HASL, ENIG, OSP, immersion tin, and immersion silver — should be selectable based on your assembly process and operating environment. Board sizes up to 850 mm by 520 mm, thicknesses from 0.2 mm to 8 mm, and impedance-control accuracy within ±5% indicate a shop that handles diverse designs without sacrificing precision.

Component procurement. This is where turnkey either earns its cost or exposes its weakness. The partner should work with authorized distributors and brand agents, run incoming quality inspection on every lot, and flag BOM risks — obsolescence, long lead times, minimum order quantities — before production starts. Anti-static warehousing, first-in-first-out inventory rotation, and vacuum packaging are not luxuries. They are baseline discipline.

SMT and DIP assembly. Surface-mount and through-hole lines should run under documented process controls — reflow profiles, solder-paste management, ESD protection, and moisture-sensitivity handling. A capable SMT assembly China operation supports placement from 01005 passives through fine-pitch QFN to BGA at 0.2 mm pitch. For through-hole work, wave soldering with post-welding AOI inspection, board washing, and functional testing should be standard. Two SMT lines and two DIP lines provide the throughput to move from prototype into volume without switching vendors.

Inspection and testing. This is the layer that separates boards that pass functional test from boards that fail in the field. A capable PCBA testing service stacks multiple methods: SPI solder-paste inspection before placement, AOI optical inspection after reflow, X-ray for hidden joints under BGAs, ICT or flying probe for structural verification, and FCT for functional behavior. Thermal imaging and high-low-temperature reliability testing add environmental validation. The point is not that every board needs every method. The point is that the partner should have all of them available and should tell you, in writing, which ones apply to your design.

Protection and finishing. A conformal coating service guards boards against moisture, dust, corrosion, and temperature cycling — critical for automotive sensors, outdoor communications equipment, and medical devices that see real-world environments. Low-pressure injection molding encases sensitive electronics in a protective compound. Box-build assembly then integrates the tested PCBA with housings, connectors, wiring harnesses, and user interfaces into a shippable product.

Certifications That Tell You Something Beyond the Logo

ISO 9001 is the baseline. Any manufacturer that cannot produce a current ISO 9001 certificate is not ready for production work.

Beyond that, the certification that matters depends on your end market. ISO 13485 signals that the factory understands the production controls, process validation, and traceability requirements specific to medical devices. IATF 16949 indicates that the partner has built its quality system around automotive risk management — control plans, PFMEA, and production-part approval discipline. ISO 14001 shows environmental management commitment, which increasingly matters for EU-bound products subject to REACH and RoHS declarations.

The factory should also name the assembly standard it works to. IPC-A-610 is the widely accepted workmanship standard for PCBA. IPC-A-600H governs bare-board acceptability. A partner who cannot reference these documents by name and revision is unlikely to follow them consistently on the production floor.

When Each Model Makes Sense

Turnkey is the clear choice when you are bringing a new product through NPI, your team is small or already stretched, your BOM contains commodity components with no proprietary constraints, and your end market requires full traceability.

Consigned assembly can work when you have an existing, optimized supply chain with pre-negotiated pricing, long-term inventory agreements, and dedicated procurement staff — and you only need a shop to place and solder.

Combo assembly fits when a handful of critical components — custom ICs, pre-calibrated sensors, proprietary modules — must come from your approved vendors, while everything else on the BOM is commodity.

In all three cases, the question procurement teams often forget to ask is not "which model" but "does the partner have the engineering depth to handle the model I chose without creating new problems?"

A factory with electronic engineers, BOM engineers, structural engineers, and test engineers on staff can absorb design feedback, suggest DFM improvements, and manage ECOs through the production cycle. A factory with only production operators and a sales team will assemble what you send — correctly or not — and ask you to figure out the rest.

Five Things to Verify Before Signing

Before committing to a turnkey partner, ask for evidence in writing — not in marketing copy:

1. Current certificates with scope statements. ISO 9001 at minimum; add ISO 13485 or IATF 16949 if your market requires them.

2. A description of the inspection and test stack. What methods are available in-house, which ones apply to your board type, and what the sample inspection plan looks like.

3. Component sourcing policy. Authorized channels, incoming inspection protocol, counterfeit mitigation, and obsolescence monitoring.

4. NPI process. How DFM feedback is delivered, how first-article inspection is handled, and how engineering change orders are controlled during a production run.

5. Traceability system. Can the factory trace a serial number on a finished board back through assembly date, operator, component lots, and bare-board laminate lot?

A partner who answers with documents is a partner with processes. A partner who answers with adjectives is a reseller wearing a factory website.
