Turnkey PCBA Service: Where the Real Savings Are and What the Numbers Need Scrutiny

Two hardware leads. Similar BOMs. Same annual volume. One ships boards through three vendors — a PCB fabricator, a component distributor, and an assembly house. The other hands a single BOM file to one turnkey PCBA service partner. Both tell their management they chose the cost-efficient path. Only one of them has a spreadsheet that proves it.

The problem with turnkey assembly is not that it is overpriced. The problem is that the savings claims are easy to publish and difficult to audit. A supplier who answers "we handle everything" is describing a scope. A supplier who shows you the line items inside that scope is giving you evidence. This article breaks down where turnkey PCBA genuinely reduces cost — and where the numbers demand a closer look before you sign.

What Turnkey Actually Covers

Turnkey PCBA means one manufacturer manages the full production chain: bare-board fabrication, component procurement and inventory management, SMT assembly, DIP through-hole soldering, conformal coating, testing, and finished-product box-build. The customer provides design files and a BOM. The manufacturer delivers assembled, tested boards — or fully packaged products — ready for integration or shipment.

That is the textbook definition. On the factory floor, the scope also includes DFX review, stencil fabrication, fixture production, program burning, and repair services. The question is not whether these steps exist — they do in any EMS facility. The question is whether a single partner executing all of them costs less than three partners each executing one. The answer depends on what is inside the quote.

Where the Savings Are Real

Procurement leverage. A turnkey partner that works with authorized agents and franchised distributors buys components at volumes a single OEM customer cannot match on its own. This is not a discount on a catalog price — it is access to a different pricing tier. The partner also assumes the risk of component obsolescence, counterfeit screening, and lead-time management. For a customer managing hundreds of line items across a BOM, that risk transfer has a calculable value: the engineering hours spent tracking allocations, qualifying substitutes, and resolving MSL mismatches are no longer on your payroll.

Logistics and communication overhead. Three vendors mean three sets of shipping documents, three points of contact, three quality-dispute channels, and three sets of lead times to align. When a board fails at functional test, the root cause could originate at the PCB fab, the component batch, or the assembly process. With split vendors, diagnosing responsibility takes time and produces finger-pointing. With a single partner, the accountability chain is internal. That shortens resolution from weeks to days — and resolution time is a cost most quotations do not show.

Integrated testing. A turnkey supplier runs a connected inspection stack: SPI solder-paste inspection before placement, AOI after reflow, X-ray for hidden joints, ICT for circuit-level verification, and FCT for functional performance. When these stages sit inside one facility, defects caught at SPI feed data back to the solder-paste printer within the same shift. When the AOI station and the reflow oven belong to different companies, that feedback loop crosses organizational boundaries — and organizational boundaries are where feedback goes to die. Single quality system. When ISO 9001, IATF 16949, ISO 13485, and ISO 14001 certifications apply to the same facility that fabricates, assembles, and tests, the quality management system covers the entire chain without gaps. There is no handoff between a certified assembler and an uncertified board supplier. The traceability record runs continuously from incoming component inspection through finished-product shipment.

Where the Numbers Need Scrutiny

Component markup transparency. Some turnkey suppliers bundle component cost into a single line item. That makes the quote simple and the margin opaque. A transparent quote separates bare-board cost, component cost (with part numbers), assembly labor, tooling, testing, and packaging. If a supplier will not provide that breakdown, the "savings" are a matter of faith, not arithmetic. Ask for the component cost list with part numbers and traceability codes. Compare it against your own distributor pricing for the top ten high-value line items. The gap tells you the procurement markup. A reasonable markup exists — it funds the sourcing team, warehouse, and incoming inspection. An unreasonable one funds something else.

Prototype-to-volume pricing. Turnkey pricing that looks attractive at medium volume may carry hidden NRE charges or minimum order quantities that inflate unit cost on prototypes. A turnkey partner worth keeping supports the full range: single-piece prototypes for engineering validation, medium batches for pilot runs, and high-volume production for market delivery. The pricing structure should scale accordingly, not front-load costs into the first order.

Testing scope boundaries. "Full testing" means different things to different suppliers. One may include SPI, AOI, and a basic power-on check. Another includes X-ray, ICT with custom fixtures, FCT against your test specification, high-low temperature reliability cycling, and thermal imaging. Both call it "complete testing." The difference in cost and in field-reliability outcomes is substantial. The quote should specify each test stage, the equipment used, and the pass/fail criteria. Anything described as "standard inspection" without further detail is a placeholder, not a specification.

Protection and finishing as extras. Conformal coating, low-pressure injection molding, and box-build assembly are often quoted separately from the base turnkey price. If your product operates in harsh environments — transportation, outdoor installations, industrial settings — those are not optional add-ons. They are part of the manufacturing scope. A quote that excludes them will look cheaper on paper and cost more in field failures.

Five Questions to Ask Before Handing Over the BOM

Can you provide a line-item quote? Board cost, component cost by part number, assembly labor, tooling and stencils, each test stage separately, coating and protection if applicable, packaging. If the quote is one number, ask for the breakdown.

What is your component sourcing chain? Authorized distributors and franchised agents, or open-market brokers? Counterfeit risk lives in the gap between the two. Ask for incoming inspection protocols and traceability documentation for every component on the BOM.

Which certifications cover which processes? ISO 9001 for general quality, IATF 16949 for automotive, ISO 13485 for medical — but verify that the certificate scope statement names the actual processes performed, not just the company name. A certificate that covers "electronic assembly" without specifying SMT, DIP, testing, and coating is incomplete.

What does your testing stack include? SPI, AOI, X-ray, ICT, FCT, program burning, thermal imaging, reliability cycling. Ask which stages apply to your specific board and what the pass/fail criteria are at each stage. A supplier who cannot specify this has not read your design files yet.

How do you handle prototype-to-volume transition? Engineering support during NPI, DFX review before first article, first-article inspection report, and a documented production handoff. The transition from one piece to one thousand should be a process, not a repeat order.
