Two hardware companies receive turnkey PCBA quotations for functionally identical boards. Company B discovers, during pilot production, that "testing" meant only visual inspection, that conformal coating was quoted separately at a premium, and that three long-lead components were substituted without notice. What "Turnkey" Actually Means

A turnkey PCBA service is a manufacturing arrangement in which the contract manufacturer assumes responsibility for the production process from bare board through finished product. At the process level, a well-equipped manufacturer applies:

SPI (solder paste inspection) — applied before component placement, catching printing defects before they become solder joints.

AOI (automated optical inspection) — applied after reflow, identifying solder bridges, missing components, and polarity errors.

X-ray inspection — used for hidden joints such as BGA, CSP, and QFN packages where optical inspection cannot reach.

ICT (in-circuit testing) — verifies individual component values and circuit connectivity.

FCT (functional testing) — confirms the assembled board performs as designed under power.

A quotation that lists only "testing" without specifying which methods are included is a quotation that has not been thought through.

Conformal Coating and Protection: Often Omitted, Always Needed

For boards that will operate in harsh environments — transportation electronics, outdoor security systems, new-energy power controllers — conformal coating is not optional. It protects against moisture, dust, chemical exposure, and temperature extremes.

Yet conformal coating frequently appears as a separate line item, quoted after the assembly price has already been agreed upon. The result is an unexpected cost addition and, often, a schedule delay while the coating process is arranged.

3. Are both SMT and DIP processes covered where applicable? Boards with mixed technology need both. Confirm that the manufacturer operates dedicated SMT lines and DIP plug-in lines, not one process with the other outsourced.

4. Is every inspection and test method listed by name? SPI, AOI, X-ray, ICT, FCT — each has a purpose. A quote that does not name them is a quote that may not include them.

5. Is conformal coating included for the target environment? If the board will see moisture, dust, vibration, or temperature cycling, coating should be part of the standard process, not an add-on.

6. Is box-build or finished-product assembly included? If the deliverable is a packaged product rather than a bare board, the quote should cover PCBA integration into enclosures, wiring, connector assembly, and final packaging.

7. Are certifications relevant to your industry specified? Automotive (IATF 16949), medical (ISO 13485), and general quality (ISO 9001) certifications indicate the manufacturer's quality-system maturity. Ask for the scope statement, not just the certificate number.

8. Is there a clear revision-control and change-notification process? When a component goes obsolete or a design change is needed, the manufacturer should have a documented procedure for BOM updates, customer approval, and traceability.

The hardware companies that lose the most time on PCBA projects are not the ones that pay slightly more per board. They are the ones who discover, mid-production, that their turnkey quote excluded a critical process step.
